The purpose of the IPRAS is to promote plastic surgery both scientifically and clinically, to further education and to encourage friendship between physicians in all countries.

The International Confederation of Plastic Reconstructive and Aesthetic Surgery (IPRAS) was founded in 1955 by a group of globally-thinking plastic surgeons who foresaw the need for an international body of plastic surgeons to allow for scientific exchange and to permit orderly development of the specialty in all countries. IPRAS is comprised of the leading national societies of plastic surgery from around the world.

IPRAS is governed by 2 administrative groups.

The Council of National Delegates is comprised of one representative of each national society. This Council meets every 4 years during the Quadrennial Scientific Congress. The Council of National Delegates elects the members of the Executive Committee (EXCO) and the General Secretary for 4 year terms. The EXCO and the General Secretary are responsible for the management of the Confederation during the 4 years between Scientific Congresses.The EXCO usually meets every 6 months in conjunction with the Scientific Congress of one of the Member Sections or one of the Annual Scientific Meetings of a member national society.

The composition of the EXCO includes the elected members who are chosen on a geographically basis. Elected members represent Africa, Asia and the Pacific Region, Eastern Mediterranean, Europe, the Far East, North America, South America and Western Asia. There are also representatives from the European, Asian-Pacific and Pan-African Sections of IPRAS. There is one linguistically oriented Section – the Iberolatinamerican Section.

Major international organizations representing subspecialities also hold seats on the EXCO. These Co-Opted members are the International Federation of Societies of Surgery of the Hand (IFSSH), the World Society of Microsurgeons (WCM), the International Society of Aesthetic Plastic Surgery (ISAPS), the International Society of Craniofacial Surgeons (ISCS) and the International Society of Burn Injuries (ISBI).
